LED Knowledge Hub
LGSP-LED will promote and encourage a better understanding of knowledge management and the contemporary issues in local development through the following means:
- Connecting decision-makers at all levels of government and within the community and business sectors to enhance policy making and management for LED.
- Convening leaders, decision-makers and stakeholders from all sectors to facilitate the exchange of information and to foster partnerships for sustainable LED.
- Communicating ideas and know-how through applied research, forums and capacity development to bring about more co-operative and integrated approaches to local development issues.
Sharing of knowledge will efficiently and effectively process DILG knowledge products internally and quickly capitalizes on the skills and knowledge in different functional areas across the department, with the LGUs and LGU Leagues, other NGAs, donors, private sector and CSOs.
LGSP-LED’s role is seen as being centered on strengthening existing learning institutions and networks, at both national and local/regional levels. These would include: the DILG BLGD and LGA and its partnership activity through the network of Local Governance Resource Centers (LGRCs) in the regions. The work with each of these learning institutions will be to focus on building and maintaining knowledge capital. We will support them to become knowledge hubs focused on both education and research – undertaking applied research, building synergies among LGUs, communities, private sector, NGAs, and helping to move along the development of “made-in-Philippines” exemplary practices.
LGSP-LED will place an emphasis on supporting each institution to develop or expand their web presence so that exemplary practices, information and tools can be widely accessible on the Internet.
To promote sustainability, LGSP-LED will assist partners to develop their own knowledge products, housed within their own institutions. We will take a whole-of-government approach to the local governance sector, linking DILG’s knowledge management process to other NGAs that have a bearing on making LED work. We will also link to and support the development of knowledge management facilities where appropriate in the third sector (e.g., LGU leagues and PBSP, among others).
Women and men will benefit differently from the LGSP-LED and can contribute to achieving the goal of gender equality. Specific strategies, within programming, will need to address this inequality of access.
