Minimum Requirements for Short-Term Positions:

  • Masteral degree in a related field for all Expert, Specialist and Planner positions
  • University degree for Writer, Researcher, and Assistant positions
  • At least 2 years relevant work experience (5 years if Expert or Practitioner)
  • Excellent communication and writing skills
  • Proficiency in all Microsoft Office applications


Filipino Short-Term Consultant Requirements for FY5 (April 2012 to March 2013)

  Position/Title General Description *
1 Economist Provide technical assistance in designing an alternative measure for economic growth of a province with focus on the impact of the LED initiatives implemented in the LGUs/Alliances. The Economist will lead a team of researchers/research assistants in the gathering and analysis of data, write the report, and present it at a research utilization forum 
2 Researcher/Research Assistant Work with the economist in undertaking the study on alternative measure of provincial economic growth 
3 LED Information Program (LIP) Systems Programmer Enhance LIP systems design including programming, and develop/enhance the corresponding tools and manuals and coach the DILG LIP team in its use 
4 Writers/Editors/Graphic Artists Develop and package LED forum proceedings and other LED knowledge products.  Supervise writing and editing of LGU/Alliance LED case studies 
5 Organizational/Institutional Strengthening Specialist Work with Canadian expert to review DILG structure, processes and capacity for LED 
6 LED Policy Specialist Conduct a review of national and local laws that impact local enabling environment for LED 
7 LED Consultants/Coaches Work closely with key Canadian resource persons to ensure action plans are followed up on, coaching/mentoring of DILG assigned personnel is done, and there is application of new learning 
8 Case Writer (up to 4) Develop case studies on LED experiences of the four LGSP-LED Batch 1 LGUs/Alliances

16 Private Sector Specialist (Business Association Development) Assist in assessing and planning the organizational actions of  new or existing associations, such as developing capacities to engage in policy advocacy, information dissemination and coordination with other organizations to support Batch 2 LGU Alliance LED Projects 
17 Tourism Value Chain Expert Develop and facilitate value chain analysis of the selected tourism sub-sectors of selected LGU Alliances and recommend strategies to build more competitive tourism enterprises 
18 Public Relations Campaign Expert Design and build a stakeholder relations program with business, media, and government to ensure that noteworthy tourism and LED initiatives LGU Alliances promoted in order to generate  interest from resource networks and the general public 
19 Events Organizer Assist in planning and organizing tourism events with a focused approach to investment attraction, retention and expansion 
20 Branding and Marketing  Specialist Assist LGU Alliances in image and brand development and marketing, including overseeing all elements of the LGU brand (logo, slogans, tag lines, messaging, etc.) and setting guidelines for the use of the brand; develop marketing collaterals to support economic development promotion activities 
21 Private Sector Specialist Working in tandem with Canadian  Private Sector Specialist, strengthen tourism business planning and implementation to be done in partnership with local tourism and business associations and councils 
22 Human Resource/Workforce  Development Practitioner Assist in training and skills development  of select LGU Alliances that can lead to new employment or skills enhancement for existing workers and young entrepreneurs 
23 Hospitality Training Specialist Provide and conduct trainings to enhance customer service knowledge and skills required by  the local tourism industry players 
24 Micro, Small and Medium Enterprise Specialist Provide advice on market-oriented approaches towards microenterprise development by coordinating training on  business planning and access to micro-finance by potential micro-entrepreneurs, including assisting the poor initiate and grow their micro-enterprises

Seeking Applications for Program Officer – Deadline May 31, 2012

The Program is seeking a highly motivated and self-directed individual to join our team as Program Officer. This position supports the senior management team to coordinate the implementation of a range of activities at both national and local levels. Responsibilities include organizing capacity-building activities, supporting partners to implement their initiatives, writing training materials and manuals, conducting research, preparing studies and reports, organizing and facilitating workshops and events, and drafting documents and articles in support of knowledge management. The Program Officer plays a major role in the project planning and monitoring cycle, by helping to prepare work plans, monitor results, analyze data collected, and draft results-based reports. This position may also be called on to provide technical expertise in the substantive areas of the project, where the successful candidate has background and experience.

Our successful candidate will offer a strong combination of education and work experience related to local economic development in either the tourism or agri-business sectors. Competencies in one or more of the following areas – strategic economic planning, entrepreneurship, business planning, economic analysis (e.g., impact analysis, gap analysis, feasibility study), marketing, investment promotion and attraction, urban and rural development planning, and local governance – will be considered an asset. You will have strong project coordination skills with an ability to handle multiple projects, objectives and timelines under minimal supervision. With excellent English-language communication skills, you will be able to demonstrate an ability to write concise and well-structured reports quickly. A good listener with an outgoing demeanour, you are comfortable facilitating group discussions and engaging with senior local or national government officials.

The Department of Agriculture (DA) is calling for organic agriculture project proposals to be submitted by June 2012.

Project proposals below 1.5M should be submitted directly to the DA Regional Field Units (RFUs). For projects higher than 1.5M, these should be directed to the Bureau of Agricultural and Fisheries Product Standards (BAFPS), which acts as the secretariat for the National Organic Agriculture Board (NOAB).
